Updated Server Loading Screen

Removed Reich Limitation on Driving
- New players don't understand the Reich Occupation Tree, so making them figure out one job can only drive might seem cumbersome. All Reich Officials can drive now.
Jewelry Robbery optimizations and fixes
- Jewelry Robbery now properly respawns itself once Robbery is completed so it can be robbed again later.
Fixed other bugs that I can't remember
